
Kelsey Finn is a triple graduate of The University of Alabama, earning a BA in political science, a JD and an LLM. She currently serves as director of tax policy at the Georgia Department of Revenue, where she leads the development and implementation of tax regulation and legislation impacting millions of Georgians and supporting statewide economic growth. In this role, Finn oversees the legislative process for tax bills, presents tax policy before the Georgia General Assembly and resolves tax audit appeals while negotiating settlements prior to the Georgia Tax Tribunal. Finn also develops policy for the state’s tax credit programs. Her work has promoted efficiency, transparency and economic development across Georgia. She serves on five advisory boards for the state revenue commissioner.
Previously, Finn served as senior associate executive counsel to Governor Brian Kemp, advising on executive, regulatory and economic matters. Her career also includes experience with the Georgia Attorney General’s Office, the U.S. Department of State, the federal judiciary and private practice.
